Stafford, Connecticut is situated in Tolland County and is on the Massachusetts border. In terms of land area, Stafford CT is the third largest town in the state with a population of over 12,000.  Stafford comprises the downtown area of Stafford Springs along with the rural areas of Staffordville, West Stafford, Stafford Hollow, Ellithorpe, Hydeville, Crystal Lake, Orcuttsville, and Village Hill. The town derives its name from ‘Staffordshire’ in England.

Stafford began as a rural agricultural community in the eastern part of Hartford County. The town was incorporated in 1719. Early on, iron bogs and mineral springs drew in indigenous people and settlers. On 13th October 1785, Tolland County was formed and Stafford became part of it. Stafford soon turned into a resort town as a growing number of people were attracted to the springs and their mystical healing powers. This also includes President John Adams. By the mid-19th century, the railroad connected Stafford to markets across New England.

The tributaries of the Willimantic River were a source of easily available water power that led to industrialization. This abundance of power also increased Stafford’s local population.  These factories made cannonballs and other war supplies for the Northern forces when the Civil War broke out. The late 1800s marked a decline in the popularity of the springs. However, textile mills, a button factory, and other enterprises popped up, forming Stafford’s industrial hub. 

A trolley service was constructed between Stafford to Rockville, CT even before the State Highway projects began in the 1920s and 1930s. A three-member Board of Selectmen are elected by voters to govern Stafford. Due to a lack of a separate charter, Stafford is governed under the general statutes of the State of Connecticut, and under ordinances specific to the Town which have been adopted by popular vote at town meetings. Stafford retains its rural character to this day with its numerous lakes, streams, and farmlands. It is also home to Shenipsit State Forest in Northeastern Connecticut. Other popular natural attractions are Nipmuck State Forest and Soapstone Mountain.
